Some users have reported experiencing this problem under Windows 10 1803. Can you try upgrading to the newer Windows 10 1809 release?
Download the Media Creation Tool Now
http://go.microsoft.com/fwlink/?LinkId=691209
Right click the MediaCreationTool.exe file then click Run as administrator.
Accept the End User License Agreement:
Select the option Upgrade this PC now if you want to upgrade right away,
Click Next
Accept the End User License Agreement.
Wait while Windows 10 setup does one final check to ensure your system is ready.
Windows 10 setup will check if you have enough disk space. If you don't, review the following article for instructions how to upgrade to Windows 10 Anniversary Update on a system with limited space:
Please note, you have the option of choosing what you would like to keep, which includes personal files, apps and settings.
If you want to perform a new install or just keep your files click Change what to keep. Once you have chosen the desired options, click Install to begin.
This will be your screen for a little while. During the installation, your computer will restart several times.
After the first restart, Windows 10 setup will resume. You will notice the setup experience has once again been refined from the previous animated circle. This will be your screen for a while. When complete, Windows 10 setup will restart automatically.
Sign into your account.
Wait while Windows 10 completes application updates and post setup tasks.
That's it, the Windows 10 Creators Update is installed.You can check Windows Update for latest updates, click Start > Settings > Update & security > Windows Update > Check for Updates.
How to prepare your computer before upgrading?
Although updating to Windows 10 version 1803 to 1809 or 1903 is a relatively simple process, similar to a repair upgrade; users should perform some basic pre-requisites before initiating the upgrade.

If it's not tested for Windows 10 1809, then I would not force installing it either.
I do see some available updates for your model that has been released by Dell.
BIOS October 2018

Last chipset driver update was October 2015

Intel graphics were last updated in February 2017

You can try applying these updates to see if they help.

I'll start with the BIOS update. I had been relying on Dell Update to keep things updated as they should.
However, I found I currently have BIOS A06 which is for a Dell Dimension 4550 desktop!

So, here is what I am finding out about your configuration. Its not tested for Windows 10 1803, 1809 or even 1903.
So, it appears your system is just not certified compatible with newer versions of Windows 10.
Which version of Windows you had installed prior to Windows 10? Because it looks like you will need to downgrade to that release.
If you need help with downgrading to the original working version of Windows you had prior to upgrading to Windows 10, do let us know.

However, every account I've set up works with After Effects, whether it's an admin account or not. My Microsoft user account is the only one that won't. It won't even work in Safe Mode.
I'm hoping someone will come along that understands how to work with the Advanced Security Settings screenshots that I posted... since there is a discrepancy... it says Inherited from "Parent Object" in the first one, but not in the second. And in the third, there's 2 entries each for Administrators and Users... maybe those are causing a conflict.
I'm having a hard time finding documentation that explains how to work with these settings that are easy to follow for someone who never works with these settings.

Or could it have something to do with where my Adobe Documents folder is saved? My Microsoft user account is the only account on my laptop that saves that folder to OneDrive (whose files also are located on my laptop).

If you are using Adobe CC, doesn't already have its own Cloud?
I would right click OneDrive in the Taskbar
Click Settings
Click Account tab
Click Choose folders
Uncheck the Adobe folder then check if it then works.
